Delegate Nutter spoke to attendees at the Annual Rural Health Summit about healthcare legislation and policy positions addressed by legislators during the 2009 General Assembly, and about his work as a member of the Joint Commission on Healthcare. It was noted that the work he and other legislators do in healthcare during General Assembly; as with the Joint Commission, is to ensure that Virginians receive quality, cost-effective healthcare services.

During the legislative session, Delegate Nutter patroned a bill to establish a Rural Health Subcommittee on the Joint Commission which had been established as a Policy Position in the 2008 Virginia Rural Summit. Telemedicine was an another area for significant attention coupled with broadband access to deliver the service.

The Virginia Indoor Clean Air Act; was passed by the 2009 General Assembly.  The act bans smoking in restaurants throughout the Commonwealth. Healthcare providers and representatives worked aggressively to see this bill implemented.
